Resolution - Wastewater Operations:
Consider a resolution authorizing the Mayor to execute Contract 14406 with Polydyne, Inc., for the purchase of Liquid Polymer for use at the Southeast Water Reclamation Plant.
The City's Southeast Water Reclamation Plant (SEWRP) treats approximately 19 million gallons of wastewater each day. The treatment process separates solids from liquids. Chemicals are used to treat both the solids and liquids and prepare them for reuse and/or disposal.
The chemical being considered in this contract is used to dewater sludge in the solids handling process at the SEWRP. This specialized chemical is used to meet the City’s SEWRP Texas Commission on Environmental Quality (TCEQ) Wastewater Discharge Permit. Approximately 576,000 pounds will be used annually at the SEWRP in the solids handling process.
Two bids were received. One bid from Polydyne, Inc., of Riceboro, Georgia was received for $1.28 per pound at $737,280 per year. A "no bid" was received by Univar USA, Inc., of Kent, Washington.
The contract shall be for a term of 1 year with the option of 3 one-year renewals.
Staff recommends awarding this contract to Polydyne, Inc., of Riceboro, Georgia.
$737,280 is available for this purpose in the FY 2018-2019 Water and Wastewater Fund Operating Budget.
