12:00 p.m. - City Council convenes in Open Session at LP&L in the LP&L Operations Training Room, 404 Municipal Drive, Lubbock, Texas.
 
             
1.   Citizen Comments - According to Lubbock City Council Rules, any citizen wishing to appear before a meeting of the City Council, regarding any matter posted on the City Council Agenda, shall complete the sign-up form provided at the meeting, no later than 12:00 p.m.
 
2.   Executive Session
 
2. 1.   Hold an executive session in accordance with V.T.C.A. Government Code § 551.071, seeking the advice of its legal counsel about pending or contemplated litigation or settlement offers and hold a consultation with the attorney on matters in which the duty of the attorney under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas conflicts with Chapter 551 of the Texas Government Code:

Certificate of Convenience and Necessity issues, including but not limited to Public Utility Commission Docket Nos. 48625, 48668, 48909, and 49151 related to Order issued in the Application of the City of Lubbock through Lubbock Power & Light for Authority to Connect a Portion of its System with the Electric Reliability Council of Texas, Public Utility Commission Docket No. 47576.

3. 1.   Resolution - Lubbock Power & Light: Consider a resolution authorizing a monetary contribution toward the construction of the transmission line in the Joint Application of Oncor Electric Delivery Company, LLC and City of Lubbock acting by and through Lubbock Power & Light for a Certificate of Convenience and Necessity for the Proposed Wadsworth to New Oliver to Farmland 345-kV Transmission Line in Lubbock and Lynn Counties, Texas, and the Proposed Southeast to New Oliver to Oliver 115-kV Transmission Line in Lubbock County, Texas in PUC Docket No. 48909, SOAH Docket No. 473-19-2405, to reflect incremental costs associated with avoiding the City of Lubbock’s Lake 7 development.
 
The Lubbock City Council will attend and participate in the Electric Utility Board meeting regarding the following matters:

4. 2.   The Electric Utility Board will consider a resolution authorizing the Director of Electric Utilities, or his designee, to execute a public works contract, by and between the City of Lubbock, acting by and through Lubbock Power & Light, and Utility Construction Services, LLC, for the Oliver Tie-in Construction Services Project.
