Resolution - Engineering: Consider a resolution authorizing the Mayor to execute Contract 15477, with Garney Companies, Inc., for the construction of the Low Head C Supply Line.
Item Summary
The purpose of this project is to construct a supply line to transport treated water from the South Water Treatment Plant to Pump Station 16. The Low Head C Supply Line will connect the Low Head C Pump Station to the existing Bailey County Well Field Supply Pipeline which delivers water to Pump Station 16. This project is part of the Strategic Water Supply Plan adopted by the City Council on February 28, 2013.

In response to RFP-20-15477-JM, the following proposals were received and opened on November 19, 2020.  They were as follows:

The proposals were evaluated using the following criteria:
Price (60 points)
Contractor Qualifications (25 points)
Safety Record Questionnaire (5 points)
Construction Time (10 points).

A five-member committee evaluated the proposals and the following ranking was obtained.

The Staff and Evaluation Committee recommend award of the unit price contract to the highest ranked proposer, Garney Companies, Inc. of Midland, Texas, for the total contract amount of $8,915,699.95. The time for substantial completion of the project is 300 consecutive calendar days form the Notice to Proceed date. This contract is awarded by the unit price and actual expenditures may be more or less depending on field conditions.
Fiscal Impact
$28,598,161 is appropriated in Capital Improvement Project 92450, Low Head C Supply Line and Pump Station, with $8,915,699.95 available for this purpose.
