Resolution - Engineering: Consider a resolution authorizing the Mayor to execute Change Order No. 1 to Contract 15243, with Garney Construction, for additional field services related to the demolition of Pump Station No. 7 and Water Line Replacement.
Item Summary
On June 9, 2020, the City Council approved Contract 15243, with Garney Construction, Inc., for providing construction services for the demolition of Pump Station 7, which was constructed in the 1950s, along with associated water line replacements.  The construction project will completely remove Pump Station 7 and the associated equipment, piping, electrical equipment, pumps, motors, instrumentation, and existing ground storage tanks, as well as restore the site to green field conditions.  Along with the abandonment of Pump Station 7, some necessary piping modifications and replacements of roughly 1,400 linear feet of a 24-inch water main, need to be replaced, in order to maintain a reliable water source to Pump Station 16.

Change Order No.1 will incorporate two proposed contract modifications. The first modification adds additional asbestos abatement for asbestos found during demolition of Pump Station 7. The second contract modification is for emergency work which includes 2 hydra-stops for a 42-inch and 20-inch water line. During demolition, it was necessary to plug two lines going into Pump Station 7. An existing 42-inch valve failed to fully shut during construction activities. This 42-inch valve had previously closed shut and held water tight during the construction of Pump Station 16. The failure of this valve led to a leak during construction activities, and the need for an emergency shutdown of the water line. After evaluating all possible options, the decision was made to move forward with 2 hydra-stops, to isolate the flow of water and allow construction to proceed.
Staff negotiated Change Order No. 1 with Garney Construction, in the amount of $409,319.14, for additional services required to complete the demolition and water line replacement project, with 20 additional calendar days.
Fiscal Impact
$44,850,000 is appropriated in Capital Improvement Project 92255, BCWF Supply Line/ Pumping System, with $409,319.14 available for this purpose.
