Pursuant to the Executive Orders of Governor Abbott, and other authority provided by the Texas Attorney General, the City Council will convene in-person and via video and/or teleconference.

 
2:30 p.m. - City Council convenes in City Council Chambers in Work Session regarding items for presentation and discussion on such issues that may require in-depth consideration by the City Council.  No action will be taken by the City Council in Work Session.

4.   Citizen Comments - Any citizen wishing to address the City Council, regarding any matter posted on the City Council Agenda, may submit a citizen comment by email at citizencomments@mylubbock.us, no later than 12:00 p.m. on November 17, 2020.  Submitted comments must include name and address.  Each comment will be read aloud for a period of time not to exceed three minutes pursuant to City Council Rules.  Citizen Comments is an opportunity for citizens to make comments and express a position on agenda items.  Any comment received that is in the nature of asking a question will be referred to an appropriate member of the City staff for a response.

According to Lubbock City Council Rules, any citizen wishing to appear before a regular meeting of the City Council, regarding any matter posted on the City Council Agenda below, shall complete the sign-up form provided at the meeting, no later than 5:00 p.m.

6.   Consent Agenda - Items considered to be routine are enacted by one motion without separate discussion. If the City Council desires to discuss an item, the item is removed from the Consent Agenda and considered separately.
 
6. 1.   Ordinance 2nd Reading - Finance: Consider Ordinance No. 2020-O0154, ordaining the City's participation in the Texas Enterprise Zone Program pursuant to the Texas Enterprise Zone Act, Chapter 2303, Texas Government Code; nominating X-Fab Texas, Inc. to the Office of the Governor, Economic Development and Tourism through the Economic Development Bank as an Enterprise Project; providing tax incentives; designating a liaison for communication with interested parties; directing staff to submit an application in conjunction with nomination; designating the effective period for the Enterprise Project; providing a savings clause; and providing for publication.
 
6. 2.   Budget Ordinance Amendment 1st Reading - Finance: Consider Budget Ordinance Amendment 4, amending the FY 2020-21 Budget for municipal purposes respecting the Grant Fund to accept and appropriate funding from the Texas Department of State Health Services for the HIV Prevention Grant, and The Kresge Foundation for the Emerging Leaders in Public Health Grant; providing for filing; and providing for a savings clause.
 
6. 3.   Resolution - Finance: Consider a resolution authorizing the Mayor to execute an amendment to the Grant Management Agreement between the City of Lubbock and Market Lubbock, Inc., dated January 25, 1996.
 
6. 4.   Resolution - Finance: Consider a resolution authorizing publication and posting of notices of intention to issue City of Lubbock, Texas Water and Wastewater System Revenue Bonds and Combination Tax and Revenue Certificates of Obligation.
 
6. 5.   Resolution - Purchasing and Contract Management: Consider a resolution authorizing the Mayor to execute Intergovermental Cooperative Purchasing Agreement 15605, with the Harris County Department of Education (“HCDE”) in Houston, Texas, to provide savings on products purchased by governmental entities.
 
6. 6.   Resolution - Risk Management: Consider a resolution ratifying the actions of the City Manager in purchasing, for and on behalf of Lubbock Power and Light (LP&L), the City’s municipal electric utility, property insurance coverage to include boiler and machinery.
 
6. 7.   Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2020-O0151, abandoning and closing a portion of the North Texas Avenue Right-of-Way dedicated with the plat of the A. L. King Addition, Lubbock County, Texas, west of 2106 North Texas Avenue.
 
6. 8.   Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2020-O0152, abandoning and closing a portion of a Street Right-of-Way dedicated and recorded in CCFN-2007031912, and abandoning and closing a Temporary Drainage Easement as recorded in CCFN-2007031913, located west of 2106 North Texas Avenue in Lubbock County, Texas.
 
6. 9.   Resolution - Right-of-Way: Consider a resolution authorizing the Mayor to accept for and on behalf of the City of Lubbock, a Dedication Deed of Right-of-Way located in Section 15, Block A, Abstract No. 85, and Section 78, Block A, Abstract No. 688, in Lubbock County, Texas.
 
6. 10.   Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2020-O0153, abandoning and closing a portion of an Underground Utility Easement and a portion of an Access Easement located in Lot 7, Huntington Business Park Addition, Lubbock County, Texas.
 
6. 11.   Resolution - Engineering: Consider a resolution authorizing the City Manager, or his designee, to execute and submit to the Texas Water Development Board (TWDB), an application for a grant utilizing TWDB Category 1 Flood Infrastructure Funds (FIF) associated with the project, Flood Protection Planning of Watersheds.
 
6. 12.   Resolution - Engineering: Consider a resolution authorizing the Mayor to execute Contract 15514, with Utility Contractors of America, Inc., for construction of the Loop 88 Utility Relocation Project.
 
6. 13.   Resolution - Water Utilities: Consider a resolution authorizing the Mayor to execute a Contract 15565, with Master Meter, Inc., for the purchase of Advanced Metering Infrastructure (AMI) compatible water meters, used in new developments and in the replacement of existing meters.
 
6. 14.   Resolution - Fleet Services: Consider a resolution authorizing the Mayor to execute Purchase Order 31055667, with Warren Cat, for the purchase of one new 2021 Caterpillar 120JOY Motor Grader, for Alley Maintenance.
 
6. 15.   Resolution - Fleet Services: Consider a resolution authorizing the Mayor to execute Purchase Order 31055701, with C & C Manufacturing, LLC., for the purchase of a new 2021 Aljon Landfill Compactor, for Solid Waste Landfill.

7. 1.   Public Hearing - City Secretary: Conduct a public hearing in accordance with Article IV, Section 1 of the City of Lubbock Charter regarding outlawing abortion within the City of Lubbock, and declaring Lubbock a sanctuary city for the unborn.
 
7. 2.   Ordinance 1st Reading - City Secretary: Consider an ordinance outlawing abortion within the City of Lubbock, declaring Lubbock a sanctuary city for the unborn, making various provisions and findings, providing for severability, repealing conflicting ordinances, and establishing an effective date.
 
7. 3.   Ordinance Single Reading - Finance: Consider approval of an ordinance providing for the issuance of City of Lubbock, Texas, General Obligation Refunding Bonds, in one or more series; levying a tax in payment thereof; providing for the award of the sale thereof in accordance with specified parameters; approving an official statement; approving execution of a purchase contract; and enacting other provisions relating thereto.
