Ordinance 2nd Reading - Engineering:
Consider Ordinance No. 2019-O0166, amending Chapter 22 “Utilities”, Article 22.11 “Stormwater Regulations”; Chapter 30 “Lakes, Waterways and Floodplains”; and Chapter 38 “Subdivisions” of the Code of Ordinances of the City of Lubbock, Texas, in order to align ordinances with the newly adopted 2019 Drainage Criteria Manual and Master Drainage Plan; providing a savings clause; providing a penalty and providing for publication.
On November 19, 2019, the City Council approved the first reading of the ordinance.
The City of Lubbock Stormwater Master Plan evaluated all aspects of drainage criteria and future planning for the City. The master plan updates and builds upon the previously-completed Master Drainage Plan Update (last updated 2009-10), Drainage Criteria Manual (last updated 1997), and other studies, and to provide a holistic look at the City’s drainage issues. A major component of this master plan is to evaluate current development standards and practices based on the City’s Drainage Criteria Manual and other stormwater-related ordinances and design criteria, including the Subdivision Ordinance, the Lakes, Waterways, and Floodplains Ordinance and the Comprehensive Master Plan.
The new Drainage Criteria Manual will remove outdated references, clearly outline, simplify and allow for more flexibility with the drainage process. It has been vetted by multiple stakeholders including: West Texas Home Builders Association, Lubbock County, Texas Society of Professional Engineers, Lubbock Chamber of Commerce, Developer’s Council, and the Planning and Zoning Commission. This ordinance update will align existing ordinances to be in conformance with this revision to the Drainage Criteria Manual.
