Resolutions - Facilities Management:
Consider a resolution authorizing the Mayor to execute Amendment No. 5 to Contract 13109 with Lee Lewis Construction, Inc. (LLCI), for Construction Manager at Risk Services at Citizens Tower.
This is Amendment No. 5 to the contract for Construction Manager at Risk (CMAR) services for Citizens Tower located at 1314 Ave K, Lubbock, Lubbock County, Texas. The contract for CMAR Services provided consultation during the design and construction phase of the project for an 11-story complex (180,000 sq ft).
In October, 2016, the City released a Request for Qualifications for Construction Manager at Risk, and Lee Lewis Construction was approved by Council for RFQ 17-13109-MA. Using this method, the General Contractor provides consultation services in the pre-construction phase, develops a Guaranteed Maximum Price (GMP) for construction of a facility, then serves as General Contractor overseeing the construction phase of the project.
The GMP was established in Amendment No. 1 of Contract 13109 in the amount of $46,235,751.00. Previous amendments increased the GMP by $1,586,367.18, of which $659,381.24 was paid using Public Education, and Government (PEG) funds. This amendment is requesting an increase to the GMP by $280,000.00.
A portion of this increase, $225,000, is an allowance due to construction costs associated with elements excluded from the original design; items such as waterproofing under the sidewalks, pavers covering the intersection of 14th Street and Avenue K, and planters to eliminate tripping hazards along Avenue K. Another $55,000 is an allowance for architectural gates and screening between Citizens Tower and its generator yard, and the Utility Customer Service Center and its generator yard.
$280,000 is available in contingency in Capital Improvement Project 92369.
