Ordinance 2nd Reading - Planning: Consider Ordinance No. 2019-O0014, for Zone Case 2573-Q, a request of AMD Engineering, LLC, for FTB Architects, for a zoning change to High-Density Apartment (A-2) from Single Family Residential (R-1), Apartment Medical (AM), and Interstate Highway Commercial (IHC), on 18.91261 acres of unplatted land out of Block JS, Section 1, 5402 1st Street, 5218 2nd Drive, and 120 North Slide Road.
Item Summary
On January 22, 2019, the City Council approved the first reading of the ordinance.

The applicant is seeking a zone change to A-2 zoning, with apartments being the proposed development. However, if approved, any authorized use in A-2 zoning may be constructed on this site. The property is currently vacant.

Intent Statements:
The intent of the proposed A-2 zoning is, “…to promote high-density multi-family developments and compatible land uses in harmony with lower-density uses. The regulations are designed to provide the occupants with safe and convenient housing within an aesthetically pleasing environment in proper relationship to adjacent land uses. When proposed development in this district is adjacent to “RR,” “R-1,” “R-1A,” or “R-2” zoned property, the proposed development shall be designed to provide for maximum compatibility with the adjacent development. Architectural design, landscaping, screening and parking areas shall be properly provided to ensure maximum protection of lower-density uses.”

Traffic Network/Infrastructure Impacts:
Slide Road is designated as a Principal Arterial in the City’s Master Thoroughfare Plan (MTP); however, this changes at the intersection with Loop 289, where it becomes a Minor Arterial, and none of the neighboring streets, share that designation. However, Auburn Street and Chicago Avenue are both Collector streets, so along with Slide Road, these streets will be able to adequately handle the traffic associated with the permitted uses in the A-2 district.

Compatibility with Surrounding Property:
The A-2 zoning district is appropriate adjacent to other residential and low intensity uses, so the request is appropriate in this location.

Conformance with the Comprehensive Plan Principles and Future Land Use Map:
The request will encourage a variety of housing within the City and allow high density residential to be adjacent to low density residential, thereby encouraging a diverse housing market. The Future Land Use Map designates this area for “Light Retail/Commercial” uses. Although A-2 zoning would not typically be listed in this category, the request is appropriate in this location and is consistent with the principles of the Comprehensive Plan.

Suitability of the Property for Uses to be Allowed:
There is adequate space on the property for the proposed apartment complex and there are provisions in the code to mitigate any potential negative impact to the adjacent low density residential zones

Related Plans and Policies:
There are no other specific plans or policies that regulate this property.

Planning and Zoning Commission Hearing:
No citizens spoke in favor of, or in opposition to the request. Staff did not receive any written responses.

On January 3, 2019, the PZC recommended approval of the request by a unanimous vote.
