Resolution - Facilities: Consider a resolution authorizing the Mayor to execute Contract 14224 with Lee Lewis Construction, Inc., for the Construction Manager at Risk, for the construction of three Police Department Substations.
Item Summary
Construction Manager at Risk services are for the construction of 3 Police Department substation buildings, site improvements, and utilities which, in general, include Pre-construction and Construction services for the project.

The buildings are located in Lubbock, Lubbock County, Texas at:
East Substation - 1702 E. 19th Street
South Substation - 140th Street & Indiana Avenue
North Substation - Site to be determined

The Construction Manager at Risk (CMAR), under the direction of the City’s Facilities Management Department, will provide consultation and construction services during the design and construction phases of the project. Each new substation building will be approximately 12,000 square feet.

Proposals were received from the following firms and after evaluation, the following ranking was obtained:

The proposals from the firms above were evaluated based on the following criteria: Qualifications and Experience (40%), Technical Approach (40%), and Fee Proposal (20%). Upon initial evaluations, the top firm was determined to be Lee Lewis Construction, Inc., of Lubbock, Texas. After additional discussion, committee members confirmed Lee Lewis Construction, Inc. as the most qualified firm.

Staff recommends Lee Lewis Construction, Inc., as the most qualified firm based on their understanding of the scope of work required and their vast experience with projects of similar size and using the Construction Manager at Risk delivery method.
The proposal from Lee Lewis Construction, Inc., includes:

Pre-Construction Phase Services - $0.
Construction Phase Services – 2% of Guaranteed Maximum Price
General Conditions – Not to Exceed Amount of $774,879.
Fiscal Impact
$60,000,000 is appropriated in Capital Improvement Project No. 92551, Public Safety Improvement Project, with $18,500,000 available for this purpose.
