Resolution - Public Works:
Consider a resolution in support of the Texas Department of Transportation (TxDOT), to re-designate Loop 88 as US 84, and re-designate the existing US 84 as Business 84.
The Lubbock Metropolitan Planning Organization (LMPO) desires to use Category 4 Statewide Connectivity Corridor Projects funding for the Loop 88 construction project. Currently, Loop 88 is ineligible for Category 4 funding, without a major highway designation. In order to use Category 4 funding for mobility and added capacity projects on state highways, the facility must meet other collateral tests, per the descriptions provided by the State. In Lubbock's case, the Loop 88 designation is currently ineligible. To be eligible for this funding, the highway must be shown on TxDOT's Connectivity Map authorized by the Texas Transportation Commission. When the Connectivity Map and process were codified in the Texas Administrative Code (TAC), Loop 88 did not exist. Consequently, the facility is currently ineligible for Category 4 funding.
This situation has been discussed with TxDOT administration, and it is their recommendation to re-designate US 84 along the Loop 88 corridor, which places Loop 88 on the Connectivity Map and makes Loop 88/US 84 eligible for Category 4 funding. Loop 88 will maintain both designations of Loop 88 and US 84. The LMPO approved a resolution in support of this re-designation on January 21, 2020. Passing of this resolution demonstrates the City of Lubbock's support for the re-designation as well.
