Ordinance 1st Reading - Right-of-Way:
Consider an ordinance abandoning and closing a 15-foot wide alley located in Blocks 3 and 4, East Side Addition, Lubbock County, Texas, 802 Martin Luther King Boulevard, and reserving a utility easement.
This ordinance abandons and closes a 15-foot wide alley for University Medical Center to build a new Emergency Medical Services (EMS) facility and a 9-1-1 dispatch center on the lots adjacent to the alley. UMC owns all of the adjacent lots around the alley and is requesting abandoning and closing the alley, and to dedicate it as an underground utility easement. In the closing process, a utility easement will remain in effect.
The total area being closed is 8,452 square feet. The Right-of-Way Department valued the closure at $0.02 per square foot based on adjacent property land values, for a total of $169.04 due to the City. However, because a utility easement will be dedicated back to the City at no cost, there will be a 50% discount in the amount due to the City. Thus, the total amount due to the City is $84.52.
All City departments and franchise utility companies are in agreement with the closure.
