|The Indiana Avenue Corridor is identified as a Major Arterial Street for the collection of the traveling public. Due to development along the Indiana Avenue corridor, the County strip paving along the roadway is receiving more traffic than it is able to carry and as a result, requires a great deal of maintenance. In addition, the level of service for this roadway is less than desirable for traffic volumes. This professional service agreement will provide for an ultimate full-width design with an initial 3-lane ultimate profile section design and construction of Indiana Avenue from 130th Street to 146th Street. This agreement also allows for the design of Indiana Avenue from 146th Street to Woodrow Road, with the contribution of Lubbock County funds.
The Request for Qualifications (RFQ) process was utilized to select the most qualified engineering firm to assist the City of Lubbock with the Indiana Avenue Corridor Design. In response to RFQ 20-14993-JM, Qualifications from 4 firms were received on November 1, 2019, and evaluated on November 11, 2019. The Qualifications were evaluated using the following criteria: 30% Project Team Organization and Qualifications, 35% Experience on Similar Projects, 30% Project Approach, and 5% Overall Responsiveness to the RFQ. After the qualifications were evaluated by a 5-member committee, the following ranking was obtained:

Staff conducted contract negotiations with Parkhill, Smith & Cooper, Inc., after the RFQ established them as the most qualified for providing engineering services for the Indiana Avenue Corridor Design. Fair and reasonable hourly rates were agreed upon for a total contract amount of $976,199, with 18 months contract duration. Therefore, staff recommends Parkhill, Smith & Cooper, Inc., be awarded the contract that will provide pavement improvements for Indiana Avenue from 130th Street to Woodrow Road.
As noted in the immediately preceding agenda item, Lubbock County is participating in the funding of this design agreement in an amount not to exceed $600,000, for the design of the portion of the Indiana Avenue Corridor that is in the County.
|$4,500,000 is appropriated in Capital Improvement Project number 92625, Indiana Avenue from 130th Street to 146th Street, with $495,530 available for this purpose.
The interlocal agreement with Lubbock County, appropriated $600,000 for their portion of the design services.
Thus, the total appropriation for this project, including Lubbock County participation, is $5,100,000 with $976,199 available for the Indiana Avenue Corridor Design with Parkhill, Smith & Cooper, Inc.
