Resolution - Engineering:
Consider a resolution authorizing the City Council to hold a public hearing on March 24, 2020, to consider the land use assumptions and capital improvements plans (capacity plans) under which a water, wastewater, and roadway impact fee may be imposed.
The City Council executed professional services contract 14456 with Kimley Horn and Associates on May 14, 2019 and appointed a Capital Improvements Advisory Committee (CIAC) on June 11, 2019 to study impact fees for the City of Lubbock. The technical portion for the land use assumptions and capital improvements plans (capacity plans) of the evaluation and study is nearing completion. The City Council must establish a public hearing date in accordance with Texas Local Government Code Chapter 395.042 to consider these land use assumptions and capital improvements plans (capacity plans). The public hearing is required in order to continue the evaluation process and move towards consideration of adopting impact fees.
This will be the first of two required public hearings on impact fees and will only consider the land use assumptions and capital improvements plans at this time. The second public hearing will be conducted at a later date to discuss the potential imposition of impact fees. The initial public hearing date is requested to be on March 24, 2020 at 5:00 PM.
