Resolution - Engineering: Consider a resolution authorizing the City Manager, or his designee, to execute and submit to the Texas Water Development Board (TWDB), an application for financial assistance associated with the Low Head C Pump Station.
Item Summary
The City is seeking financial assistance from the TWDB as part of the Drinking Water State Revolving Fund (DWSRF). The DWSRF program is a Federal-State partnership that provides communities a permanent, independent source of low-cost financing for a wide range of drinking water infrastructure. The DWSRF is authorized by the Safe Drinking Water Act, providing low-cost financial assistance for planning, acquisition, design, and construction of water infrastructure.

The Lake Alan Henry Water supply project was completed in 2012, with the ability to provide 15 Million Gallons per Day (MGD) of water to the City of Lubbock. The design of the Lake Alan Henry system allows for expansion in the South Water Treatment Plant to a future capacity of 30 MGD. In order to allow for any future plant expansions, a treated water booster pump station (Low Head C Pump Station) at Pump Station 14, will need to be constructed. This project will provide the City with full interoperability, redundancy, and an interchangeable water supply among the City's 3 water sources. This project is identified in the Strategic Water Supply Plan and the City of Lubbock Water Master Plan.
Fiscal Impact
Approval of the loan application enables the City to benefit from the TWDB financial assistance program. Participation in the program enables the City to reduce the interest rate on debt financing of $10,455,000 for the construction of the Low Head C Pump Station. This is anticipated to save millions of dollars during the term of the debt.

The approval of the application submittal is non-binding. Appropriation of $10,455,000 has already been approved by the City Council in the FY 2019-20 Adopted Budget. This funding source would allow the City to obtain a lower interest rate than if the City issued Water and Wastewater Certificates of Obligation.
