Participation in the South Plains Association of Governments (SPAG) Board of Directors Meeting:

City Council will attend and participate in discussion during the meeting of the SPAG Board in which the Board will consider the following matters:
 
             
1.   EXECUTIVE COMMITTEE AGENDA
 
1. 1.   The Executive Comittee will consider approval of the minutes and ratification of the actions taken at the July 9, 2019 and July 19, 2019 meetings.
 
1. 2.   The Executive Committee will Review Board of Directors Agenda.

2. 1.   The Board will consider approval of the minutes and ratification of the actions taken at the July 9, 2019 meeting.
 
2. 2.   The Board will consider acceptance of the financial report for the month of July 2019.
 
2. 3.   Recognize Mayor Sharon Kester-Fair, City of Abernathy, for her service on the SPAG Board of Directors.
 
2. 4.   Report on the 86th Legislature presented by Representative Dustin Burrows, House District 83.
 
2. 5.   The Board will consider election of SPAG Officers for FY 2019 – 2020.
 
2. 6.   The Board will consider recommending approval of the FY 2019 – 2020 Financial Plan to the SPAG General Assembly.
 
2. 7.   The Board will consider approval of the FY 2019 – 2020 Salary Schedule.
 
2. 8.   The Board will consider approval of an Interlocal Agreement in the amount of $90,334.42 with the Office of the Governor to provide criminal justice and emergency management planning for the South Plains Region for FY 2020.
 
2. 9.   The Board will consider approval of the revised FY 2020 Criminal Justice Strategic Plan for the SPAG Region.
 
2. 10.   The Board will consider approval of a resolution authorizing SPAG to enter into an agreement with the Texas Department of Transportation (TxDOT) in the amount of $35,000 for FY 2020 for Regionally Coordinated Transportation Planning support.
 
2. 11.   The Board will consider resolution supporting the designation of an extension of Interstate 27 as a future Interstate in Texas.
 
2. 12.   The Board will consider approval authorizing the Executive Director and the Director of Finance to pay down the Texas County and District Retirement System (TCDRS) Unfunded Liability not to exceed $100,000.
 
2. 13.   The Board will consider approval authorizing the purchase of computers for the Aging Department.
 
2. 14.   The Board will consider approval of Interlocal Agreements with the City of Tahoka, City of Post, and City of Littlefield to write and submit FY 2020 Downtown Revitalization/Main Street grant applications to the Texas Department of Agriculture (TDA).
 
2. 15.   The Board will consider resolution authorizing an application to the Texas Department of Agriculture (TDA) in the amount of $167, 404.25 for a Consumer Awareness Grant.
 
2. 16.   The Board will consider resolution approving the revised SPAG Revolving Loan Fund (RLF) Plan and certifying that the RLF is being operated in accordance with the Plan.
 
2. 17.   The Board will consider resolution authorizing the submittal of the FY 2020 – 2021 Solid Waste Grant in the amount of $257,926 to the Texas Commission on Environmental Quality (TCEQ).
 
2. 18.   The Board will consider resolution authorizing the submittal of an application to the Texas Department of Housing Community Affairs (TDHCA) for participation in the Amy Young Barrier Removal Program Reservation System.
 
2. 19.   The Board will consider Committee Appointments.
