Resolution - Wastewater:
Consider a resolution authorizing the Mayor to execute Purchase Order 2310581 with West Gaines Seed, Inc., for the purchase of beardless triticale seed.
This purchase order contract is for the purchase of triticale seed that will be planted and harvested at the Land Application Sites. The City’s wastewater permit authorized by the Texas Commission on Environmental Quality (TCEQ) requires forage crops be grown on the City's land application sites in order to maintain a nitrogen balance in the soils. These crops or grasses are necessary to remove some nitrogen from the effluent water that is used for irrigation on the crops. Nitrogen removal is critical in reducing the amount of nitrogen that leaches into the groundwater. Removal of nitrogen also assists in the City's efforts to control and mitigate the excessive nitrogen that exists in the groundwater under the Land Application Sites.
Bids were received and opened on July 18, 2019. The bids were as follows:
West Gaines Seed, Inc., Lubbock, TX
Scott Seed Co., Hereford, TX
Frontier Hybrids, Abernathy, TX
The contract is awarded by the unit price. The total amount of the award is estimated based on expected quantities. Actual quantities purchased may be more or less depending on the need. The price per unit will not change.
Staff recommends awarding the contract to the low bidder, West Gaines Seed, Inc. of Lubbock, TX, for $56,000.
A total of $56,000 is available in the Water and Wastewater Operating Budget for this purpose.
