Ordinance 1st Reading - Engineering:
Consider an ordinance amending Article 36.04 "Construction, Alteration and Repair of Sidewalks, Curbing, Driveways and Gutters" by amending Section 36.04.126(5) "Driveways into private property," in order to establish a fee for commercial driveway inspections; providing a savings clause; and providing for publication.
This ordinance revision is intended to help streamline the process for commercial driveway inspections in order to be more efficient for both developers and staff. The current ordinance requires developers to pay a deposit at the time of building permit request for the estimated cost of potential street repairs necessary for the commercial driveway construction. Upon completion of the work and inspection/verification by City staff, the deposit is refunded wholly. The old process is cumbersome for both developers and staff to administer and track properly.
This ordinance revision creates a flat fee of $100 for each commercial driveway installation in order to cover approximately 75% of the costs of City staff to perform inspection services during construction and upon completion. This new fee is proposed in the FY 2019-20 Proposed Budget. This flat fee will be administered at the time of a building permit request and will be non-refundable.
The fiscal impact will be an estimated $6,000 annual revenue to the General Fund.
